Technical question on a full body wrap... Please assist.

I have a question on wraps...
I saw a Golf on the highway this morning with a full wrap - in ORANGE juk :-) and I was wondering... If the cops pull you over can you be fined because the color of the car and the license that does not match???...
IOf the papers say its white and you have a full black wrap can the Pigs do something?
